Authorisation Requirements
Understanding the 019 standard requirements is essential for properly authorising Safe Work Packs as a Responsible Manager.
019 Standard Requirements
Section 4.2.5: Review and Authorise the SWP
The RM shall not authorise the SWP until it has been verified by the Person in Charge.
Verification Required
You cannot authorise any Safe Work Pack until it has been verified by the Person in Charge using form NR/L2/OHS/019/F01. Accurail ensures you cannot authorise an SWP that has not been verified.
When authorising an SWP, you must confirm that:
- Hierarchy of control for operational risk in Table 4 is correct
- Most appropriate protection and/or warning system in Table 5 has been chosen for both site and task
- All site, task, and operational risks have been included and all control measures are identified
- Requirements of section 4.2.4 (verification requirements) have been met
- Welfare and gender specific facilities are appropriate
Verification Requirements (4.2.4)
Before you can authorise, the Person in Charge must have verified that (see PIC Verification Requirements for full details):
- Access and egress arrangements are suitable for the work, tools and materials required
- Suitable first aid provisions are in place (NR/L2/OHS/0110)
- Additional control measures required (task lighting, specialist PPE, ear defenders etc.)
- Additional task equipment affecting the SSoW (trolleys, plant etc.)
- Additional supporting roles required to establish and maintain the SSoW
- SSoW method selected from Table 4 has been reviewed
- Protection and warning systems from Table 5 have been reviewed
- Any errors/omissions have been advised to the Planner
- Suitable gender specific welfare facilities (NR/L3/INI/CP0036)
Cyclical and Repeated SWPs
Section 4.2.6: Special Authorisation Requirements
For cyclical and repeated SWPs, you must:
- Check that the initial SWP has been identified as cyclical or repeated
- Verify it has been verified by the Person in Charge
- Authorise on the basis that:
- The SWP is fit for the cyclical or repeated task
- The SWP is valid for:
- Maximum 6 months when using a warning SSoW
- Maximum 12 months when using a protection SSoW
- The Person in Charge will perform a final acceptance check that the cyclical or repeated SWP is still valid
Validity Periods
Warning SSoW: Maximum 6 months validity Protection SSoW: Maximum 12 months validity
Key Compliance Points
Timing Requirements
- Authorisation must occur at least a shift in advance of the work
- This allows time for final preparations and briefings
- Emergency work may have specific procedures - consult your procedures
Documentation Standards
All authorisations must:
- Be recorded on form NR/L2/OHS/019/F01
- Include your full name and signature
- Show date and time of authorisation
- Be retained as per record keeping requirements
Communication Requirements
As an RM, you must:
- Discuss the SWP with the Person in Charge before authorising
- Advise the Planner of any errors or omissions found
- Ensure clear understanding of work scope and safety measures
- Be available for questions during work execution
